The theme of the conference is: opportunities and challenges of cross-border e-commerce development under the global epidemic situation. At the global (Zhengzhou) cross border E-Commerce Research Institute expert seminar held on September 23, Cao Lei, as an expert of the global cross border E-Commerce Research Institute, made a speech to provide intellectual suggestions for the development of the Research Institute. Cao Lei said that the think tank plays a more important role in the development of cross-border e-commerce industry. As a rapidly developing emerging industry, cross-border e-commerce is a new business form of international trade. There is no ready-made mode to follow. It needs to improve the ecological system and enable the industrial development through system, management and service innovation. In 2015, the general secretary pointed out that it is necessary to promote the coordinated development of Party and government departments, the Academy of Social Sciences, the school of administration of the Party school, universities, the military, science and technology and enterprises, and social think tanks, and attach importance to the construction of specialized think tanks.

"Today, the global cross-border e-commerce research institute is established in Zhengzhou, which is also based on the achievements made by Henan and Zhengzhou in the field of cross-border e-commerce in the past few years. Zhengzhou's exploration and development in the field of cross-border e-commerce can be said to be in the forefront of the country. In the first half of 2020, Zhengzhou's cross-border e-commerce transaction volume is 6.54 billion US dollars. At the same time, its first customs clearance supervision mode of "e-commerce + postal supervision + bonded center" provides a "Zhengzhou mode" for the development of cross-border e-commerce. At present, it has been replicated and promoted in other comprehensive pilot areas in China, and provides reference for the formulation of the standard framework of cross-border e-commerce in the world. " Cao Lei said.

  

   For the construction of global (Zhengzhou) cross border E-Commerce Research Institute, Cao Lei puts forward the following six suggestions:

   First, we should base ourselves on Zhengzhou and look around the world. Research and summarize the experience of Zhengzhou, continue to explore the Zhengzhou mode of cross-border e-commerce, and track and study the development of cross-border e-commerce industry in China and the world at the same time;

   The second is to actively borrow "external brain". The research institute should recruit domestic and foreign cross-border e-commerce experts, and play a leading role in cross-border e-commerce "thought factory" by gathering experts;

   Third, we should start from the problem. As a think tank, we should not only solve the hot issues in the development of the industry, but also study the problems in the medium and long-term development of the industry. We should not only follow the hot spots.

   Fourth, data empowerment. All research that is not supported by data is "rogue". In today's era of big data, the development of think tanks should also rely on the power of data, so that data can better empower the development of think tanks. We should make more use of all kinds of data of cross-border e-commerce industry, including "official + platform + third-party (digital treasure)" to help think tank research and industry development.

   Fifth, refer to West Lake University. Build a "research university" under the leadership of the board of directors like Xihu university to attract cross-border e-commerce platforms to take shares, which will bring funds, teachers, platform resources, employment opportunities, etc.

   Sixth, innovate the working mechanism. In terms of mechanism, it can adopt o2o mode, online office and teaching mode; team building, including associations, research institutes and experts, has both full-time and part-time staff. Enterprise customization and cooperation with cross-border e-commerce enterprises to jointly cultivate talents are also conducive to the internship and employment of talents.

Cao Lei is currently the chief editor and director of the e-commerce research center.
