The 11th Five-Year

The goal of the plan is to increase by 5% annually, reaching 13390 yuan and 4150 yuan in 2010 respectively.

As of 2009, the per capita disposable income of urban residents has reached 17175 yuan, and the per capita net income of rural residents has reached 5153 yuan, which is 9.8% and 8.5% higher than that of last year, respectively.

The revenue target of the 11th Five-Year plan has been surpassed.

According to the twenty-first Century economic report article, Zhang Benbo, a researcher at the national development and Reform Commission's Macroeconomic Research Institute, said that if we want to achieve the simultaneous growth of residents' income and economic development, the growth rate of income should not be lower than the growth rate of the economy.

Because the average annual growth rate is 7%, the target is calculated only after the price change is eliminated. If the price factor is taken into consideration, the actual growth rate should be higher than 7%, so as to achieve "synchronization with economic development".

However, in the "12th Five-Year" planning and development goals and the 2011 development goals, the economic growth rate is not much consistent with the growth of urban and rural residents. The economic growth targets determined by local governments tend to be 1-2 percentage points higher than those of urban and rural residents.

According to the twenty-first Century economic report, Sichuan's "12th Five-Year" plan initially determined that the average annual economic growth rate was 12%. In 2015, the per capita disposable income of urban residents reached 24600 yuan, and the per capita net income of farmers reached 8200 yuan.

Beijing's economic growth target in 2011 was 8%, which was 1 percentage points higher than the target of revenue growth.

Ningxia, Heilongjiang, Shanxi and other provinces and cities determined that the economic growth target of 2011 was 12%, and the income growth target of urban and rural residents was 10%.
