"Anhui Center is the fifth provincial data center established by China Textile and garment big data center. Anhui Province is an important textile industry gathering place in the central region of China. The scale of textile industry is second only to the eastern coastal provinces, and ranks in the forefront in the central and western regions. China Textile and garment big data center is a national textile industry data gathering, sharing and application platform sponsored by China Textile Industry Federation, organized and implemented by Information Department of China Textile Industry Federation, and China Textile Network Information Technology Co., Ltd. as the main contractor. It takes the data center as the platform, the data workshop as the business model, the textile industry cluster as the soil, and the big data service and industrial upgrading as the focus to provide services for the industry, government, industrial clusters and enterprises.

In order to play the role of data elements, develop digital economy, build digital Jianghuai, and accelerate digital development, the 26th meeting of the Standing Committee of the 13th people's Congress of Anhui Province passed the Anhui province big data development regulations on March 26, 2021, and decided to take effect from May 1, 2021.

Anhui big data development regulations clearly put forward a number of big data development, application and promotion measures:

The people's governments at and above the county level and their relevant departments should optimize the big data development and application environment, promote digital industrialization and industry digitization, cultivate digital industry clusters, support market entities to use big data to empower emerging and traditional industries, promote industrial transformation and upgrading, serve to improve people's livelihood, and improve social governance.

People's governments at and above the county level and their relevant departments should promote the integration of big data and manufacturing industry, support cross-border alliance of manufacturing enterprises, Internet enterprises and information technology service enterprises, build data-driven intelligent workshops and intelligent factories, and improve the level of digitalization, networking and intellectualization of manufacturing industry.

The provincial people's government should coordinate financial funds, integrate special funds such as informatization and e-government affairs, and set up provincial big data center special funds to be used for the construction of big data center and support the development and application of big data, and support the key technologies of big data, the construction of industrial chain, major application demonstration and public service platform construction.

The municipal and county-level people's governments with districts shall arrange corresponding big data development and application support funds as required.

The recent "14th five year" development outline of textile industry also mentioned that it is necessary to promote the construction of industry big data center and deepen the application of industrial big data.
