Two measures to strengthen quality supervision of medical supplies

In order to further standardize the export order of medical materials, recently, the Ministry of Commerce, the General Administration of customs and the State Administration of Market Supervision issued the Announcement No. twelfth of 2020 on Further Strengthening the supervision of the quality of export control of epidemic prevention materials (hereinafter referred to as the Joint Announcement No. 12) and have been formally implemented.

Joint Announcement No. 12 requires non medical masks and medical supplies to meet our quality standards or foreign quality standards. The departments concerned adopted "black, white list" and "statement" to strengthen the quality supervision measures for the export of non medical masks. First, the black and white lists were implemented for the export of non medical masks, and the two was the joint statement of the exporters and importers.

According to the notice, since April 26th, export enterprises that have obtained foreign standard certification or registration of medical masks, medical protective clothing, respirators, infrared thermometers and new coronavirus reagents shall submit electronic or written declarations when declaring the declaration, undertake that the products meet the import country (region) quality standards and safety requirements, and the customs shall obtain the foreign standards according to the Ministry of Commerce. The list of production enterprises registered or registered is "white list" (dynamic update of the website of China health care products import and Export Association).

The "white list" is a list of non medical mask manufacturers that the Ministry of Commerce has confirmed that they have obtained foreign standard certification or registration. Customs will not accept declarations on "blacklist" enterprises. In addition to the "white list" enterprises, non "white" non black enterprises comply with Chinese quality standards, and can also be declared.

Change production and improve qualification to help enter "white list"

"After the announcement, our bureau will first contact the relevant enterprises voluntarily. On the one hand, we encourage enterprises to actively strive to enter the" white list ", and on the other hand, guide qualified enterprises to submit relevant forms and certification materials. "At the beginning of the epidemic, the company responded positively to the needs of production and epidemic prevention materials, and adopted a series of effective measures to overcome difficulties in production line transformation, difficulty in resuming work and difficult supply of raw materials, and put into production line and dust-free workshop in a short time." It is reported that since the outbreak of the epidemic, as a hygiene product manufacturer, Meijia Shuang has successively invested in 1 new 100 thousand level and 300 thousand level dust-free workshop, and now has 9 mask production lines, and masks can produce 5 million daily products. In just a few months, Mei Jia Shuang has realized the transformation and improvement of disposable protective masks, child protective masks, medical surgical masks and KN95 masks product lines from scratch. In mid March, the first export mask of Mei Jia Shuang exported to Malaysia successfully. By the end of April, there were more than 20 million export masks, and the mask business accounted for about 8 of the total export volume.

On the basis of the "medical device production license", "medical device production registration form" and "People's Republic of China medical device registration certificate", not long ago, the medical masks manufactured by Meijia Shuang (China) Co., Ltd. were registered and certified by the European Union CE. Under the guidance of Commerce and other departments, the enterprises successfully fill in the information and finally enter the "white list" of the Ministry of Commerce's medical supplies export. "The company will also invest 3 high-speed production lines for the production of KN95 and N95 respirators. After all the 12 lines are put into use, the estimated daily output can reach 800-1000. Meijia Shuang production director Hu Dongming revealed.

Since the outbreak of the epidemic, enterprises such as shoes, clothing, sanitary products, food and intelligent manufacturing have been rapidly converting to the upstream and downstream industries of the epidemic prevention materials. Quanzhou customs showed that as of the end of April, there were 28 medical device registration companies in 111 cities and two categories in the city, including 7 medical protective clothing enterprises, 6 medical surgical mask enterprises, 13 disposable medical masks enterprises and 2 infrared thermometer enterprises. In addition to safeguarding local demand for disease prevention, Quanzhou supports the epidemic at home and abroad with adequate capacity of epidemic prevention materials.

Customs statistics, March 1st -4 28 freight forwarding channels, 189 operating units in Quanzhou declared export control materials for export, 887 million yuan, including 490 million masks, 1 million 56 thousand and 300 protective clothing, 49194 infrared thermometers, 200 thousand reagent kits, 100 monitors, 255 breathing machines, goggles 146 thousand and 600 pairs, gloves 4 million 24 thousand and 900 pairs, shoe covers 4 million 24 thousand and 900, and face masks. Exports to 76 countries (regions).

Quanzhou customs officials said that after the implementation of the Joint Announcement No. 12, the customs will follow up the policy adjustment in real time, clarify doubts and dispel doubts for enterprises through the policy propaganda and the 12360 customs hotline, guide enterprises to do well in the declaration of epidemic prevention and control materials, follow closely and effectively solve the problems encountered in the supervision of the export medical materials, and ensure the quality and safety of the export medical materials. On the premise of this, we should provide customs clearance facilities for the law-abiding enterprises that declare truthfully and export qualified control materials, improve the limitation of customs clearance, and promote orderly and standardized export of medical materials enterprises in the area.
