With the approval of the State Council, the national development and Reform Commission issued the target price of cotton in Xinjiang in 2016, which was 18600 yuan per ton.

The news was released, and subsequently received feedback from some cotton growers in Xinjiang. Some people worry that their land will be "reduced". There will be no subsidy for planting cotton, and there will be "downgrading" that the only sites that can only grow cotton will be.

From the spirit of document No.1, to optimize the agricultural production structure and regional layout, reducing cotton planting area is only one of the means. The establishment of agricultural production protection zone is a long-term policy.
