Wenling has fully deployed ahead of schedule to promote collective wage consultation in an orderly way.

By the end of this year, we plan to carry out collective wage consultation in aquatic products, packaging, cutting tools and machinery manufacturing industries.

We will strive to carry out collective wage consultation in all industries with conditions before the end of 2009.

Enterprises with trade unions have to be fully implemented. Enterprises without trade unions should actively carry out collective consultation on regional and industrial wages. The coverage of collective wage negotiations in the city will reach more than 80% by the end of 2010.

Wenling is the birthplace of the first joint-stock cooperative enterprise in the country. There are more than 2.6 enterprises and about 500000 workers in the city.

In recent years, various kinds of labor disputes have occurred every year, among which labor remuneration disputes rank first.

In 2003, the trade union of New River town in Wenling first tried the wage collective bargaining system in the woollen sweater industry. This attempt effectively alleviated the labor and capital conflicts in this industry, not only that, but also cultivated the workers' collective bargaining consciousness.

Under the advocacy of the Wenling Federation of trade unions, the wage consultation mechanism has been rolled out in the city.

In November 3, 2004, as the sample of Xinzhou town's woollen sweater industry wage consultation mechanism, the local water pump trade unions and trade associations signed a labor price agreement.

At present, the collective wage consultation system has been carried out in 7 industries including sweater, water pump, bearing, injection molding, shoemaking, hat making and ship building and repairing, covering more than 600 enterprises and over 30 thousand workers.

In November 2007, Premier Wen Jiabao instructed to sum up and promote the collective wage consultation system of Wenling staff and workers.

In March 10, 2008, the provincial government held a spot meeting in Wenling to sum up the experience of promoting collective wage consultation in Wenling, and called for the establishment of a collective wage consultation system in the province.

The system of collective wage consultation for workers in Wenling is focused on the establishment and improvement of four systems, such as a sound consultative offer, a consensus on the negotiation of a wage distribution, the mechanism of growth, the review of the Commission and the supervision of performance.

When a trade union representative represents a worker who sends a negotiated offer to the enterprise, the trade union at all levels may intervene and coordinate in time for the enterprises that do not respond to the offer. The higher level trade union may issue a rectification opinion to the enterprise, and if it fails to make corrections without due reasons, the local labor union shall be ordered to the same level labor and social security department to order it to make corrections within a time limit.
