"Grey Customs Clearance" Promotes China'S Shoe Enterprises To Invest In Russia
与我国相邻的俄罗斯，一直是我国鞋企致力开拓的市场。但中俄贸易在遭遇俄方整顿“灰色清关”后，不得不寻求变化。直接投资，正成为中国资本的下一个选择。
从事贸易的一位人士说，中国商人如果把工厂搬迁到俄罗斯，关税成本至少能降低七成。例如，中国的皮鞋大户康奈集团已经在俄罗斯投资开设了一个工业园区，专门接纳从温州搬迁而去的皮鞋企业。
以正规通关计算，一双半成品皮鞋出口至俄罗斯的关税仅5%，而成品鞋关税高达15%。如果以“灰色清关”进入俄罗斯，从温州到圣彼得堡需要3个月以上，且面临被当地税警强制收缴的巨大风险。
而半成品鞋在俄罗斯完成组装后，就可以标记为“俄罗斯制造”，不仅可以安全地在俄罗斯境内销售，还可以发往欧盟各主要市场销售。

At present, China's investment in Russia is mainly distributed in the fields of energy, mineral resources development, forestry, trade, light textile, household appliances, communications, construction and services.
