"Sunset Review" Will Drive Chinese Shoe Enterprises To The Top

The "sunset review" of the EU once again pushed China's shoe enterprises to the top.

Yesterday, the Guangdong provincial foreign trade and Economic Cooperation Department convened dozens of Guangdong shoe enterprises meeting to plan countermeasures, and shoe enterprises said they would rise to suit.

The day before yesterday, a similar coordination meeting was held in Wenzhou. The Fair Trade Bureau of the Ministry of Commerce, the foreign trade department of Zhejiang Province, the China Light Industry Crafts Import and export chamber, the China Leather Association and the Wenzhou shoe leather industry association sent leaders to attend the meeting.

At the meeting, various trade associations called on Chinese shoe enterprises in Zhejiang, Guangdong and Fujian to act collectively and keep pace with each other and strive for satisfactory results in the EU's sunset review.



Action in collective action



In October 4th, the European Commission announced that it would review the anti-dumping measures against leather shoes in China and Vietnam.

This means that the EU's 16.5% year anti-dumping duty on leather shoes and children's shoes imported from China in 2006 will be extended for another 12 to 15 months.

This is no doubt a challenge for China's footwear industry, but some people also say that there is a chance for complaints if there is review, which is also an opportunity.



"Guangdong shoe enterprises will definitely join the lawsuit."

Chen Lipeng, director of the Fair Trade Bureau of the Guangdong foreign trade and Economic Cooperation Department, told reporters that the sunset review is full of variables, because the EU's practice is unpredictable at present.

However, the enterprises that are not responding to the lawsuit must be in a bad situation, because they can only be regarded as "non cooperative enterprises" if they do not sue, and the most severe punitive tariffs will be encountered when the result of the retrial is unfavorable.

Chen Lipeng said that two years ago, Guangdong's 7 major shoe companies launched the EU anti dumping alliance, which still exists in the alliance.



It is understood that the response is mainly aimed at "completely abolish anti-dumping duties" for the purpose of "fight no damage defense" as a foothold.

In view of this enterprise's collective action to cope with the sunset review of the European Union, the industry believes that collective action of the involved enterprises can achieve a unified thinking and give greater pressure to the European Union in the momentum.



Chinese shoe companies still win.



In fact, this review has many favorable factors for Chinese shoe enterprises.



The head of AOKANG group said that in a non binding vote held by the European Union in September 17th, 15 of the 27 EU Member States opposed the extension of anti-dumping measures.

This shows that we hope to abolish anti-dumping duties and European countries are in the majority.

The EU's internal industry also has some degree of disagreement. Many EU leather shoe importers and multinational investors in China, in the current economic downturn, they also hope that the EU will lift the high tariffs on leather shoes in China and Vietnam as soon as possible.

In addition, European consumers, in order to reduce the cost of consumption, also said they did not want the EU to maintain anti-dumping duties on leather shoes in China and Vietnam.

Therefore, this review is the key focus of "sunset" or "sunset". It also directly affects whether Chinese shoe companies will continue to be subject to EU anti-dumping measures.



It is precisely the two sides of the EU's views that have increased the confidence of some domestic shoe companies to win the review.

AOKANG's lawsuit against the European Union's attorney is also the main representative of the Chinese shoe company to review the sunset. Pu Ling believes that if the collective protest is successful and the anti-dumping duty is abolished, AOKANG and other shoe companies can continue to make an apology with the European Court of justice so that the European Union can make an apology or withdraw the lawsuit. If the worst intention is to make collective failure to respond, then the lawsuit between AOKANG and other European Union courts can continue to fight for market economy status.



Statistics show that in the first half of July this year, China's footwear exports to the EU increased by 14.15%, an increase of 5.6 percentage points, while the unit price increased significantly by 6.23%.
